An Evaluative Study of the Market for Business Support Organizations (ESOS) in Latin America and the Caribbean.

Latin America and the Caribbean have a diverse and heterogeneous ecosystem of support for entrepreneurship, but how effective is it really? To answer this question, we conducted an in-depth analysis and evaluation of 124 entrepreneurship support organizations (ESOs) working in the green business sector in the region, in one of the most rigorous studies of its kind to date.

The findings reveal an ecosystem with a well-defined profile: 60% of the leaders hold graduate degrees, more than 10 different types of organizations coexist—from accelerators to chambers of commerce—and 50% have been in operation for more than 10 years. However, significant structural challenges are also emerging: 43% of these organizations operate on budgets of less than USD 400,000, 70% take a generalist approach, and only 23% are specialized, which limits their ability to generate deep and sustainable impact.

The evaluation covered five key dimensions for each ESO: propensity to measure impact, cost-effectiveness and financial sustainability, connection to the ecosystem, program quality, and the strength of its proposal. The average score was 53 out of 100, a clear sign that there is still ample room for improvement, especially in impact management (IMM), where the shortfall is most pronounced.

The verdict? Green-sector social enterprises in Latin America and the Caribbean have talent, a proven track record, and a clear purpose, but they need greater specialization, access to resources, and the ability to measure their impact in order to truly transform sustainable entrepreneurship in the region.
